README: add protobuf docs; fix CI for modern Go toolchain

Add "Slim internal" section to README.md and docs/README.md.j2 covering
protobuf data structures, usage, and regeneration instructions.

Update CI workflows:
- Bump actions/cache v2->v4, actions/checkout v2->v4, actions/setup-go v2->v5
- Upgrade golangci-lint to v1.61.0 with action v6, pin Go 1.23.x
- Bump local-lint Go from 1.18.x to 1.23.x for modern lint tools

Reformat Go source files with gofmt to match Go 1.23 doc comment style
(tab indentation in code blocks, # headings).
