[TASK] Change `RuleSet` API so selectors are not passed as keys (#1592)

Also add method `hasEquivalentSelectors()` to replace that in
`CssConcatenator` which expected the selectors in the array keys.

The internal representation retains having an array with the selectors in the
keys, so that comparison, etc., can still be done in O(n) time.
