pixi update for Python 3.14 support, default environment with MPI, and build-snopt task (#3726)

* Adds pixi task `build-snopt` to automatically build the SNOPT extension module for pyoptsparse for those users who have a license/source code.

Since MPI is generally reliable with the python 313 environment, the default environment is now equivalent to the py313 environment.
The py313 environment remains for dependent workflows that rely upon it.

Added py314 environment, but it excludes MPI. MPI and cyipopt are mutually exclusive dependencies in python 3.14 until an incompatibility
in mumps-seq and mumps-mpi dependencies under OS X.

* Add mpi-no-osx feature and enable MPI for py314 on linux only

  pyoptsparse and MPI have conflicting dependencies on macOS under py314. The new mpi-no-osx feature mirrors the mpi feature but restricts its platform targets to linux-64, allowing py314 to have both opt and MPI on linux while keeping macOS opt-only.

* include py314 test on all environments.

* Fixed some issues with now-illegal numpy casting rules. Numpy now prevents length-1 arrays for being used in casting/formatting operations for scalars.
