[TASK] Make `AbstractHtmlProcessor` constructor `final` (#1585)

The various subclasses have objects created via factory methods that use
`new static()`.

This change enforces that the subclasses cannot define their own constructor
with potentially different parameters.

If there's a need for any subclass to perform some initialization, an
overrideable `initialize()` method could be implmented, but there is currently
no requirement for this.
