* fix: resolve static analysis and reliability issues

- Add configurable RequestIDHeader to RecoverConfig instead of hardcoded value
- Fix file handle leak in static handler with explicit Close after stat check
- Replace string-based error detection with typed BindError in internal/errors package
- Simplify JWT claims handling with normalizeClaims helper function
- Document gauge precision limitation (3 decimal places) in metrics
- Improve JWT nil TokenStore error message to indicate configuration issue
- Add request context cancellation wiring for graceful shutdown propagation
