Add retry for Kibana bootstrap in FTR action (#4040)

### Summary of your changes

This PR addresses flaky Kibana bootstrap runs caused by moon tool errors
(e.g. fs::rename). It adds retries via the existing retry script and
clears the moon cache before each attempt so bootstrap can complete
reliably.
