* Fix RT_2.13: Wait for ISIS routes in FIB before starting traffic

  Add route synchronization in weighted ECMP test to ensure ISIS routes
  are programmed in the FIB before traffic is started. This prevents race
  conditions where traffic starts before routes are available.

  Changes:
  - Add waitForRoutes() function to poll AFT entries via gNMI
  - Add 5-second delay after route detection for hardware programming
