Add robust line-by-line programmatic print comparison tests

Refactors the sxproto testing verification C file to correctly iterate
over the buffers using `sliceline_FildeshX`, reporting granular error
diffs per line, instead of dying violently upon the first mismatch with
an opaque memory dump. The test handles failures gracefully and bubbles
a non-zero status at the end to allow format exhaustiveness. Includes
updates to Bazel to allow testing via Bazel without redundant input
arguments explicitly specified.
