Separate language codes for terms & monolingual text (#7662). Fixes #7659

Fixes #7659. Adds support to separately validate language codes for terms using a separate language list from monolingual text, using the correct list based on the context and defaulting to the previous monolingual text list for backward compatibility. This is important because the term list is less than half the size of the monolingual text list.
