fix: clarify base64 encoding requirement and make controller registration mode-aware

- Fix userData/CustomData comments across the codebase to clarify that the
  Azure SDK does NOT auto-base64-encode, and the caller must provide
  pre-encoded data
- Make controller registration mode-aware: register only AzureNodeClass
  controllers in azurevm mode, and only AKSNodeClass controllers in AKS
  modes. This avoids noisy error logs from controllers trying to watch
  CRDs that don't exist in the cluster.
