refactor(axis): remove minNumLength sentinel from formatter path

When YAxisValueFormatter is set, only maxNumLength (longest formatted
label) determines the column width. The minNumLength tracking was
unnecessary — maxWidth always equals the larger value. Removing the
sentinel eliminates the 32-bit overflow root cause entirely rather
than just swapping the constant.
