Add timestamp replay protection, keypair expiration, and remove dead code

- Reject handshake initiations with timestamps <= last seen (per-peer)
- Reject encrypt/decrypt on keypairs older than RejectAfterTime (180s)
- Add NoisePresharedKey.String() for consistency
- Remove unused: packetPool, now32(), messageTransport struct,
  8 unreferenced constants, 2 unused handshake states
