mypy: remove exclusion for chia._tests.clvm.test_program (#20621)

Add type annotations to satisfy mypy strict mode:
- Annotate check_idempotency(f: SExp, *args: int | SExp) -> str
- Add -> None return type to all test functions
- Import SExp from clvm.SExp

Remove chia._tests.clvm.test_program from mypy-exclusions.txt.
