fix: add standalone web lockfile and deduplicate railway.toml

The web Dockerfile runs `pnpm install --frozen-lockfile` in isolation
(outside the pnpm workspace), so it needs its own pnpm-lock.yaml.
Without it, the build fails with "specifiers don't match" because the
root workspace lockfile doesn't match web/package.json standalone.

Also fixes the duplicated web/railway.toml content.
