goreleaser needs full git history for changelog generation and tag
resolution. See https://goreleaser.com/ci/actions/

- Add fetch-depth: 0 to release.yml checkout for goreleaser
- Add persist-credentials: false to all checkout steps
- Add permissions: contents: read (CI) / contents: write (release)
- Upgrade goreleaser/goreleaser-action to v7
