feat: include quoted text in admin /spam and user /report command processing

When users reply to a message with /spam or /report, the quoted text
from the replied-to message is now concatenated with the original
message text before spam checking. This ensures spammers who quote
spam content from external channels are properly detected.

Both admin directReport and user DirectUserReport paths now apply
the same Quote concatenation logic already used in auto-detection.
