feat(check): exclude workspace-incoherent checks [AXM-311]

Add docs.diataxis_nav to SKIP_FOR_WORKSPACE — workspace roots
use !include nav, not Diátaxis categories.

Add 4 tests covering all ticket ACs:
- Workspace skips diataxis_nav
- Member redirects makefile, precommit_installed, dependabot

The remaining 4 ACs (tooling.makefile, structure.contributing,
tooling.precommit_installed, ci.dependabot in REDIRECT_FOR_MEMBER)
were already implemented in prior context-aware engine work.
