Upgrade to magnus 0.8.2 (#3067)

Code changes are to address a new deprecation warning.
Previously, we could call `magnus::exception::runtime_error()`,
and it would obtain its own Ruby handle and provide the
appropriate exception class.  With the new API, we
have to provide a Ruby handle instead.
