collectors: add directory collector for multi-file config

This commit introduces a Directory collector that implements both
config.Collector and config.MultiCollector interfaces for reading
multiple configuration files from a filesystem directory.

- Supports reading all files with a specified extension from a directory.
- Parses each file independently using the provided Format.
- Filters files by extension and optionally scans subdirectories.
