docs(repo): fix inaccurate claim that all packages have the same scripts

Not all packages implement every script command — config packages
(eslint-config, jest-config, etc.) have no scripts, and packages like
icons are missing types and lint. Updated wording from "All packages"
to "Most packages" with a note about availability varying by package type.
