Improve use of `extractor` as a library (#160)

* fix(ci): remove kind load for cilium docker image

* impr: wrap the `extractor` binary into a library for out-of-repo availability

Due to duplicated code in Chall-Manager integration tests, this removes double-maintenance cost

* fix: sanitize paths to avoid directory traversal
