Refactor thread waits to use condition variable predicates

Refactored thread synchronization in geThreadPool.cpp to use condition variable predicates with wait(lock, predicate) instead of manual while-loops, improving clarity and atomicity. Also, thread list is now copied under lock before iteration in getNumAvailable and getNumActive, reducing lock contention and risk of deadlocks.
