feat(web, web-react): add `ControlButton` expanded size scale behind feature flag #DS-2452

Introduce `ControlButton` expanded size scale (x-small 16px through x-large
40px) gated by the `enable-v5-control-button-expanded-size-scale` feature
flag, enabling 1:1 size matching with `Tag`.

- Add Sass flag and `spirit-feature-*` CSS class following the feature flag pattern
- Add expanded size config (x-small through x-large) to `ControlButton` theme
- Replace `ControlButtonSize` type with `SizeExtendedDictionaryType`
- Add demo, tests, stories, and documentation for the expanded scale
