fix: add WaitForInstancePromises to remaining test AfterEach blocks

The prior fix (377ea56a) only covered 5 files in pkg/cloudprovider/.
The feature commit (ce33aed0) touched 9 test files total. This adds
WaitForInstancePromises() to the 4 remaining files that were missed:

- pkg/cloudprovider/suite_test.go (2 AfterEach blocks)
- pkg/controllers/nodeclaim/garbagecollection/suite_test.go (1 AfterEach)
- pkg/providers/instance/suite_test.go (1 AfterEach)
- pkg/providers/instancetype/suite_test.go (1 AfterEach)
