Thread context through CIG image listing to support cancellation

The latestNodeImageVersionCommunity function was using
context.Background() for Azure API pager calls, which prevents
cancellation propagation during Karpenter shutdown. This means
in-flight CIG image list calls would continue even after the
parent context was cancelled.

Thread the ctx parameter through the call chain:
listCIG → getCIGImageID → latestNodeImageVersionCommunity → NextPage
