fix: patch Tigera operator for host networking in cluster init template

Without CNI installed, the Tigera operator pod cannot reach the
Kubernetes API server via cluster IP (10.96.0.1:443) because
kube-proxy iptables rules are not functional yet. The operator IS
the CNI installer, so it must bypass cluster networking entirely.

The single-node template already had this patch (hostNetwork: true,
KUBERNETES_SERVICE_HOST pointed at node IP), but the cluster init
template was missing it. This caused the operator to silently fail
to register CRDs, making the cluster init hang for 30+ minutes
waiting for installations.operator.tigera.io.

Also adds:
- Diagnostic dump on CRD wait failure (matching single-node)
- Wait for calico-kube-controllers pods (matching single-node)
- Rollout status wait after patching the operator deployment
