ci: wait for metallb-memberlist secret before speaker rollout (#6389)

The metallb-memberlist secret is created asynchronously by
metallb-controller after startup. If speaker pods are scheduled
before the secret exists, they fail with FailedMount errors and
the FRR container startup probe may exhaust the rollout timeout.

Wait for the secret to exist before proceeding to the speaker
daemonset rollout, eliminating the race condition.
