Centralizes path resolution in new paths package

Introduces pkg/paths with PathResolver for all kvelmo path computations.
Supports explicit injection for test isolation and KVELMO_HOME env var
for custom base directories. Refactors pkg/socket and pkg/settings to
delegate to the new package.
