perf: replace weightedcalcs/wquantiles with pure numpy in statshelpers

- Add _weighted_quantile() helper using the midpoint formula (drop-in
  replacement for both weightedcalcs and wquantiles, 1.5-5× faster)
- Rewrite gini(), lorenz(), pseudo_lorenz() without pandas DataFrames
- Rewrite bottom_share(), top_share() without weightedcalcs.Calculator
- Consolidate weighted_quantiles()/weightedcalcs_quantiles() into a
  single weighted_quantiles() backed by _weighted_quantile()
- Fix pd.concat()-in-loop anti-patterns in aggregates.py
- Remove weightedcalcs and wquantiles from dependencies
