Migrate eslint-plugin-eslint-plugin to v7 (#101)

* Initial plan

* Migrate eslint-plugin-eslint-plugin from v6 to v7

- Rename eslint.config.js to eslint.config.mjs for ESM support
- Update config to use ESM syntax (import/export)
- Remove 'flat/' prefix from config names (v7 breaking change)
- Update eslint-plugin-eslint-plugin dependency to ^7.0.0
- Simplify lint script by removing ESLINT_USE_FLAT_CONFIG env var
