ci: pin golangci-lint version in workflow

Add GOLANGCI_LINT_VERSION environment variable to control the
golangci-lint version used in CI.

- Pin golangci-lint version to v2.10.1 in GitHub Actions workflow.
- Update Makefile to use same version and remove lint-deps dependency.
