- io.readers: read_sas, read_spss, read_dbf (legacy re-exports)
- common.misc: shared helpers; utils re-exports + load_table
- processing.weights: calmar + Calibration (legacy re-exports)
- SurveyManagerError/SurveyConfigError/SurveyIOError; replace ValueError/Exception
- print → logging (matching, calmar, scenarios, scripts, simulations)
- docs: REFACTORING_PLAN, TICKET_OPENFISCA_DATA_STACK
- test_summarize_variable_log_output; bump 6.3.0, changelog
