Commit Message

Remove broken ReloadSplunk() dead code from SplunkClient

ReloadSplunk() was marked as BROKEN in its own comments: the mode=reload
parameter is silently ignored by Splunk, causing a full splunkd restart
instead of a config reload. It was never called anywhere in the operator
codebase. Remove it to avoid future confusion.
