Fix GoReleaser CLI docs tarball upload path (#3966)

Fix GoReleaser failing to upload CLI docs tarball

GoReleaser v2 doesn't support absolute paths in extra_files glob
patterns. The /tmp/thv-cli-docs.tar.gz path was being prefixed with
./ internally, producing .//tmp/thv-cli-docs.tar.gz which fails with
"invalid argument" on stat.

Move the tarball to a relative build/ directory that persists across
the GoReleaser --clean flag (which only wipes dist/).
