Add Lorenz CTRNN example ported from Julia NeatEvolution

Port the Lorenz attractor CTRNN prediction example with all three input
modes (base, products, product-agg) and z-only flag. Uses parallel
evaluation for performance. Includes experimental writeup comparing
neat-python results (fixed time constant) against the Julia version
(per-node evolved time constants).
