[testcrypto] Refactor block creation methods API (#389)

#### Description

[loadgen]
- Move and rename block creation to
`testcrytpo.CreateOrExtendConfigBlockWithCrypto()`
- Rename methods in `workload` to
`CreateOrExtendConfigBlockWithCrypto()` and
`CreateOrLoadConfigBlockWithCrypto()`
- Remove parameter `config-block-path` from `PolicyProfile` (relay only
on `crypto-material-path`)

[cmd]
- Remove parameter `ConfigBlockPath` from `System` (relay only on
`.Policy.CryptoMaterialPath`)

[mock.Orderer]
- Rename `send-config-block` to `send-genesis-block`
- Change parameter `config-block-path` to `crypto-material-path`

[other]
- minor adjustments
