Add code to propagate schema swap to one shard. (#2020)

This code is not fully functional and not tested yet, it's just a logically
complete part. And it's committed separately to make it easier to review and to
validate the overall approach.

The idea is that once schema change is applied to one tablet and backup is
taken the function shardSchemaSwap.propagateToNonMasterTablets() will be called
and it will propagate the new schema to all non-master tablets. The part that
propagates the new schema to the master and the part that applies the schema
change and takes the backup will be added later.
