fix(ci): sync all scaffold template hooks via pre-commit autoupdate

Replace fragile sed-based ruff-only sync with
pre-commit autoupdate --config on the template file.
This ensures all hooks (ruff, conventional-pre-commit,
pre-commit-hooks) are synced, not just ruff.
