collectors: add storage collector and source

Add Storage and StorageSource implementations for reading configuration
from key-value storage backends.

- Add Storage collector for reading multiple config documents under a prefix.
- Add StorageSource data source for reading single config documents.
- Add temporary MockStorage implementation for testing.
- Use reflect.Pointer instead of deprecated reflect.Ptr.
