Commit Message

Remove mpark/wg21 submodule and populate it using FetchContent instead

This addresses problems with in-source builds (in particular,
beman-local-ci previously couldn't build utf_view because it mounts
the repository in a read-only filesystem).

It's okay that we're using FetchContent unconditionally because this
isn't a "real" dependency (it just builds the paper, and it's off by
default).
