Upgrade all dependencies to latest

Includes a fix for the Carbon Components Svelte <ComboBox> component
whereby if I hit Escape on the dropdown after typing (which clears the
input), then start typing again, the first letter is not typed because
it is effectively "used" to trigger the dropdown opening.
