refactor(tests): move remaining 13 flat test files into mirror subfolders

Merge credentials (2→1), reserver (2→1), templates (2→1), CLI (4→1).
Split test_edge_cases.py into 4 existing mirrors.
Move test_template_gold_standard.py to templates/test_gold_standard.py.
Keep test_version.py as-is (mirrors _version.py).
Delete 12 old flat files.

414 tests pass, 94% coverage, verify 94.0/A audit + 100/A governance.
