fix: resolve CI test timeouts by limiting Jest concurrency and increasing timeouts

- Add maxWorkers: 2 to limit concurrent test workers and prevent memory exhaustion
- Add testTimeout: 60000 to increase individual test timeout to 60 seconds
- This addresses SIGKILL errors in CI environment where tests were being terminated due to resource constraints
