Reduce test duplication flagged by CodeScene

Extract repeated dispatches into describe-level setup callbacks so each
command's output is captured once and shared across tests in the group.
Add a dispatch_show_concepts/3 helper to deduplicate the --concept-type
test pairs in rule_systems_test. Use on_exit for character file cleanup
so it runs even on test failure.
