ci: grant world-readable /dev/kvm access for non-root test runner

GitHub Actions runner user is not in the kvm group, so /dev/kvm is
inaccessible even inside a user namespace. Set chmod 666 on /dev/kvm
so unshare-based tests can open it without sudo.
