Improve the button component and config module integration (#2672)

This PR primarily refactors the button component to help reduce complexity and integrates the config module to better handle and customize the CSS output. The documentation has also been updated to reflect these changes. 

Another major change to the button component is a rewrite of the `button-variant` mixin. It now dynamically creates the hover/focus background color states using relative color definitions and an optional operator argument. It can also accept a map as the initial argument allowing for a wide range of customization.

**Additional changes**

- `docs` - `ReferenceTable` component can now link to provided and core data objects.
- `docs` - `ReferenceTable` copy buttons now stay visible while their `is-copied` state is active.
- `docs` - Heading anchors are not visible when focused.
- `docs` - Wording and typos have been fixed in documentation.
- `core` - Renamed `focus-ring` mixin to `focus-ring-color` and removed `focus-ring-color` function. This change was to help simplify the complexity of the focus-ring styles and their CSS variable override chain output.
- `core` - `config` now uses breakpoints getter when matching to a key string of `-breakpoints`.
- `button` - `button-base` now includes `core.form-control-properties` mixin output.
- `all` - New config module integration now consistently names `$default` variable where it same places it was called `$defaults`.
