Add env executables to the PATH when necessary (#643)

* Bugfix when running bash on windows

* Use pathlib instead of HOME env variable

* Add ST_DIR in windows install and use it when calling subprocesses

* Change tests workflow to reflect set up after installation

* Remove debug output and shorten messages
