chore: add golangci-lint configuration file

Add .golangci.yml configuration to ensure local linting matches CI behavior.
This configuration explicitly enables the linters that CI uses:
- errcheck: unchecked errors
- govet: Go vet checks
- ineffassign: ineffectual assignments
- staticcheck: static analysis (including SA5011 nil pointer checks)
- unused: unused code

Note: Local golangci-lint may not catch all SA5011 errors that CI reports.
This appears to be due to differences in the analyzer implementation between
local and CI environments. Always verify with CI before merging.
