Added 2D&3D array allocation support from Python and fixed the sim build error when TRICK_CONVERT_SWIG_FLAGS = -s. (#2032)

* Added 2D&3D array allocation support from Python and fixed the sim build error when TRICK_CONVERT_SWIG_FLAGS = -s.

* Added support for 3D fixed array assignment and vector of string item access in the Python input file.

* Fixed array slice assignment for 3D and added unit tests.

* Updated to call write_rvalue the same way as before and removed the newly added include that is no longer needed.

* Added exception handling for TV setting array variable itself (not index) that is returned as a list.

* Added the ability to print 3d array variable as a string in Python input.

* Added some comments for reference purpose.

* Added comments for used SWIG special variables for reference purpose.
