Add tooltips to DAC and policies step (merge commit)

Merge branch 'feature/dacpolicies-tooltips' into 'main'
* replace fieldtooltip with helptooltip and modify unit test of JSONSchemaparser

* add more props to helptooltip

* refactor separate tooltip component

* add tooltip to dacpolicies phase 1
